The City of Pass Christian, Mississippi, will receive electronic or sealed bids for the construction of the:

RELOCATION OF LIFT STATION NO. 31

at the Office of the City Clerk, City Hall, 200 West Scenic Drive, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid opening.   Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at 6:00 P.M., July 2, 2024. The meeting will be held in the Board Room at the City Hall Complex located at 200 West Scenic Drive.

All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00 P.M., 2nd DAY of JULY, 2024”, and specify the name of the bid item. If a bid is submitted by mail, the address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand-delivered, the street address is the same as the mailing address.

When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.

Bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to convert the existing wet well to an influent manhole and relocate the lift station to an unimproved right-of-way located on the east side of Menge Avenue, which includes the construction of a new lift station (i.e., wet well, valve vault, controls, recessed impeller pumps, discharge piping, SCADA, etc.). The Project involves ex- tending the new 16” HDPE gravity sewer to the new lift station location by horizontal directional drilling on grade. The 8” HDPE force main piping from the new valve vault to the connection to the existing force main shall also be installed by HDD methods, in an effort to avoid working near the 6” high pressure gas main on the east side of Menge Avenue. Other items of work include but are not limited to: proper maintenance of traffic; storm water management; and surface restoration. An  additive alternate is provided for installing an interior protective coating inside the new wet well. The work of installing the new wet well may require constructing a cofferdam for the wet well installation, bypass pumping and dewatering as required to complete the work.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Sealed paper bids may be submitted to the City of Pass Christian, 200 West Scenic Drive, Pass Christian, MS. Official bid documents can also be downloaded from Central Bidding at www.centralbidding.com.

A certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the  Bidder and an acceptable surety licensed under the laws of the State of Mississippi, in an amount equal to five percent (5%) of the- total bid for “Relocation of Lift Station No. 31” shall be submitted with each bid.

The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the perspective bidder to perform the work described in the bid documents.

The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also reserves the right to reject any or all bids or to waive any informalities in the bidding.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Upon award of the Contract, the Notice To Proceed may not be issued for a period of an additional 90 calendar days, if needed, due to the necessity to maintain access for the adjacent businesses through the intersection of East North Street and Menge Avenue.
