Sealed bids for Water Treatment Plant Improvements, CDBG Project No. 1200-23-195-PF-01/1139- 23-195-PF-02 for the Town of Gloster in Amite County, Mississippi, will be received by the Honorable Jerry Norwood, Mayor of the Town of Gloster, Mississippi, until local time on  July 26, 2024, at the Town Hall located at 251 S First Street, Gloster, MS 39638, and shortly thereafter will be opened and publicly read.

The work involved in the project includes clearing and grubbing, demolition, construction of a new 54,000-gallon concrete clearwell, water main piping and appurtenances, relocation of an 8'x8' aerator, relocation of a lime machine, installation of two fiberglass chemical houses, new chlorination feed system, sitework, and electrical/control improvements as described in the construction drawings and specifications.

This construction project is financed by the Mississippi Development Authority, Community Incentives Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1200-23-195-PF-01/1139-23-195-PF-02 and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructure project. Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are submit to BABA requirements, unless excepted by a waiver.

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The Town of Gloster reserves the right to waive irregularities and to reject any and/or all bids.
