The City of Gulfport is inviting sealed bids for the Mississippi Infrastructure Modernization Act – Paving Infrastructure Project (MCWI No. 157-2-CW-5.5) Project. Bids must be submitted to the Office of Procurement at 1410 24th Avenue, Hardy Building, 2nd Floor, Gulfport, MS 39501, by 10:00 a.m. local time on July 26, 2024. Bids can be delivered via mail, hand delivery, or uploaded to The City of Gulfport Plan Room at www.gulfportmsbids.com. After the specified time, bids will be opened and read aloud. The proposal and contract documents should be enclosed in a sealed envelope marked “Mississippi Infrastructure Modernization Act – Paving Infrastructure Project (MCWI No. 157-2-CW-5.5) Project” and delivered to the City of Gulfport Procurement Department at the aforementioned address. Alternatively, submissions can be made electronically at www.gulfportmsbids.com before the designated deadline.

Scope of Work: This project generally consists of rehabilitation of existing outdated and/damaged sewer collection system at many City streets, at least One (1) street from each Ward of Gulfport, Mississippi in the "MIMA City-wide Paving Area” which has either been paved or will be paved using MIMA funds. The purpose of this project is to rehab sewer mains and sewer manholes using Cured-In-Place Pipe (CIPP) rehabilitation, and other repairs to associated manholes, services, and other related appurtenances. The proposed wastewater pipe in these Wards is experiencing inflow and had experienced the greatest number of sewer leaks in the City. All proposed mains below will be cleaned, and video inspected during the CIPP process. Any point repairs of the sewer line needed will be recommended by the contractor and engineer after the video inspection. A total of approximately 60,000 L.F. of sewer pipe and 200 manholes will be rehabbed and lined.

Plans and specifications may be obtained from the Procurement Office, 1410 24th Avenue, Hardy Bldg., Gulfport MS 39501 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.

An optional Pre-Bid Conference Meeting is scheduled for July 17, 2024, at 10:00 a.m. This meeting can be attended either in person or online via GoToMeeting. The purpose of the Pre-bid meeting is to provide potential bidders with the opportunity to ask questions and seek clarification on the procurement requirements.

While attendance at the pre-bid conference is highly encouraged, it is not mandatory. If opting for in-person attendance, the meeting will take place at the Gulfport Engineering Department, located at 4050 Hewes Avenue, Gulfport, MS 39507.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder. However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

The Contractor shall adhere to all procurement requirements as per document 2 CFR 200 as a part of the project expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure (MCWI) Grant Program with anticipated American Rescue Plan Act (ARPA) funds.
