ADVERTISEMENT FOR BIDS

Separate sealed bids for the construction of an outdoor recreation park and sports complex, located on Highway 72 West in the Town of Walnut, MS will be received by the Town of Walnut, at Walnut Town Hall, located at 621 Main Street, Walnut, MS until 2:00 P.M. on August 8, 2024 where bids will be publicly opened and read aloud.

Project identified as:

Town of Walnut Richardson Sportsplex & Outdoor Recreation Park Phase 1 – Site Development Package  Tippah County, Corinth, Mississippi LWCF #28-00704

The scope of project consists of the following:

1. Mass grading and site development for three (3) sports fields, an archery park, an outdoor pavilion, two (2) concession/restroom facilities, and associated roadways and parking areas.

2. Installation of water and sewer utilities to serve the proposed concession and restroom facilities.

The Contract Documents may be examined at the following locations:

A non-mandatory Pre-Bid Meeting will be held at Walnut Town Hall on Wednesday, July 24, 2024, at 10:00 A.M.  All bidders are encouraged to attend.

The Contract will be awarded as an entire job and individual items will not be let for separate work. Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by the Engineer. This project is funded by the U.S. Department of the Interior National Park Service, administered locally by the Land and Water Conservation Fund State Assistance Program, and is subject to the regulations and guidelines of that program. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be the prevailing for the locality in which the project is located.

Each Bidder is responsible for inspecting the site and being thoroughly familiar with the Contract Documents. The failure or omission of any bidder to do any of the foregoing shall in no way relieve and bidder from any obligation in respect to this bid.

BID BOND: Proposals shall be submitted with Bid Bond in the form of a Certified Check or acceptable Bid Bond in an amount equal to five percent (5%) of the base bid; such security is to be forfeited as liquidated damages, not penalty, by any Bidder who fails to carry out the terms of the proposal. The Bid Bond, if used, shall be payable to the Owner, the Town of Walnut, MS.  Bonds on the project must be received on or before the period scheduled for the project and no bid may be withdrawn after the scheduled closing time for the project.  Bids must be firm for a period of forty-five (45) days after the scheduled time of opening.

PERFORMANCE-PAYMENT BOND:  A one hundred percent (100%) Performance-Payment Bond issued by a surety company authorized to do business in the State of Mississippi will be required within ten (10) days after the successful bidder has been notified of the award of the contract to him.

CERTIFICATE OF RESPONSIBILITY:  All bids submitted by a prime or subcontractor for public works or public projects where said bid is in excess of fifty thousand dollars ($50,000.00) to perform contracts enumerated in Section 31-3-21, Mississippi Code of 1972, shall contain on the outside or exterior of the envelope or container of such bid the contractor’s current certificate number.  No bid shall be opened or considered unless such contractor’s current certificate number appears on the outside or exterior of said envelope or container or unless there appears a statement on the outside or exterior of such envelope or container to the effect that the bid enclosed therewith does not exceed fifty thousand dollars ($50,000.00).
