Notice is hereby given that the Coast Transit Authority, CTA, will receive bids at Coast Transit Authority, located at 333 DeBuys Road, Gulfport, MS 39507 until 2:00 p.m., Local Time, on Thursday, September 5, 2024, for the following:

Traffic Signal Priority Safety Project
Federal Aid Project No. STP-0024-00(052)LPA/107661-701000

All bids received will be publicly opened and real aloud on September 5, 2024 at 2:00 p.m., Local Time.

The work shall consist essentially of the following items:

Traffic Signal work including installation of Type 3 Intersection Devices at multiple intersections in Biloxi and Gulfport.  Installation of Type 3 Intersection Devices in 30 vehicles including fire trucks and Transit vehicles. Programming multiple intersections to work integrally with Biloxi, Gulfport, and CTA vehicles at intersections with Type 3 Intersection Devices already installed and devices installed under this contract. This includes intersections in Biloxi and Gulfport. Details of work are shown in the contract documents.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

The Coast Transit Authority hereby hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, age, disability, religion or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

Plans and specifications may be examined without charge during regular business hours (8:00 a.m. - 5:00 p.m., Monday - Friday), and may be obtained electronically from www.neel-schafferplans.com. A valid e-mail address is required for registration to the website. In order to be placed on the plan holder’s list to receive addenda, all interested parties will need to purchase bid documents from www.neel-schafferplans.com and purchases are non-refundable. Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Coast Transit Authority, as bid security. Bidders shall also submit a current financial statement, if requested by the CTA. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

BIDS SHALL BE DELIVERED TO THE COAST TRANSIT AUTHORITY’S OFFICE, 333 DEBUYS ROAD, GULFPORT, MISSISSIPPI, 39507.

The proposal and contract documents in its entirety shall be submitted in a sealed envelope marked plainly, Coast Transit Authority Traffic Signal Priority Safety Project, Federal Aid  Project No. STP-0024-00(052)LPA/107661-701000 and addressed to the Executive Director, Coast Transit Authority, 333 DeBuys Road, Gulfport, Mississippi, 39507. No stripped bids will be accepted.

Bidders have the option of submitting their bids sealed in an envelope or through the  electronic bid submission link at www.neel-schafferplans.com. If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically  submitted bids shall include a document with the first page stating the same language  required on the face of the sealed envelope.

Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or  special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.

All questions shall be in writing and directed via email to david.seyfarth@neel-schaffer.com. The question period will end 7 calendar days prior to the bid opening date.
